MDHA POLICY STATEMENTS

B-I EMPLOYMENT SETTINGS

MDHA promotes the versatility of the dental hygienist in employment settings including, but not limited to,

private practice, institutions, industry, public health and education.

B-II DENTAL HYGIENE EDUCATION

MDHA strongly endorses the associate degree as the minimal educational requirement for the licensure of

dental hygienists.

MDHA supports the concept that all accredited Tennessee dental hygiene programs provide instruction in

functions which prepare graduates to be licensed in any United States jurisdiction.

B-III NITROUS OXIDE/LOCAL ANESTHESIA ADMINISTRATION

MDHA supports formal training for dental hygienists in the administration and monitoring of nitrous oxide/oxygen sedation and the administration of local anesthesia. This training shall be made available to practicing hygienists through state approved certification courses and to dental hygiene students by inclusion of such formal training in the curriculum in each dental hygiene program in the State of Tennessee.

B-IV ORAL HEALTH

MDHA shall continually strive to improve the oral health of the public with a concentrated effort during National Dental Hygiene Month and National Dental Health Month.

MDHA supports all oral health educational programs.

B-V SELF-REGULATION

MDHA believes that dental hygienists should have equal representation on the State Board of Dentistry, which currently regulates the practice of dental hygiene.

MDHA believes that dental hygienists, not dentists should set the criteria for dental hygiene licensure and practice.

MDHA supports hygienists assuming a more active role in the regulation of the dental hygiene profession so that dental hygienists can ultimately become self-regulating.

B-VI BOARD OF DENTISTRY

MDHA shall monitor the appointments to the Tennessee Board of Dentistry, and, when appropriate, submit a list of nominees to the Governor. MDHA shall continually monitor the Tennessee Board of Dentistry activities and when appropriate submit testimony on issues relevant to dental hygiene.

B-VII CONTINUING EDUCATION

MDHA shall strive to have a minimum of one major, money-making continuing education course each fiscal year.

Members who spend substantial time and energy preparing for and facilitating continuing education programs may be exempt from paying registration fees for that specific program at the discretion of the Board of Trustees.

MDHA shall grant exact credit for hours attended at their CE courses. The decision for granting Continuing Education credit in the case of emergency or exceptional circumstance, if the attendant has completed no less than one half (1/2) of the course, will be at the discretion of the sponsoring agent.

B-VIII DENTAL HYGIENE PRACTICE

MDHA does not support independent practice.

MDHA believes that dental hygienists are ethically and morally responsible to provide dental hygiene care to all patients, including those who have been exposed to or have contracted infectious diseases such as Hepatitis B and AIDS, utilizing nationally accepted infection control and barrier techniques.

MDHA does support the “dental team concept” in dentistry.

MDHA supports the requirement of CPR certification for obtaining and maintaining dental hygiene licensure.

MDHA supports recording blood pressure on adult patients at every check-up appointment.

B-IX DENTAL OFFICE AUXILIARY MEMBERSHIP

MDHA does not support the “Dental Office Auxiliary Membership” offered to dental hygienists by the Tennessee Dental Association.

B-X BUSINESS OF ASSOCIATION

Tape recordings shall be prohibited at MDHA business meetings except for use by the secretary as necessary.

B-XI TOBACCO USE

MDHA, as a health care organization, supports all proposed anti-tobacco legislation.

B-XII PATIENT ADVOCACY

MDHA supports patient advocacy efforts.

B-XIII FLUORIDATION

MDHA supports public water system fluoridation in all counties in Tennessee.

SECTION C

MDHA CALENDER OF BUSINESS ACTIVITIES

There shall be a meeting of this association monthly, except the months of June and July. August and December meetings are at the discretion of the Board of Trustees.

SUMMER

New officers’ meeting:

Evaluate current strategic plan, revise or develop action plans.

Ensure new officers understand their responsibilities.

FALL

Hold a kick-off meeting for the new fiscal year.

NOVEMBER

Collect toys for Ronald McDonald House.

Work with Memphis Dental Society and Memphis Area Food Bank to distribute dental goody bags to needy

families.

FEBRUARY

Participate in Memphis Adopt-A-School program.

MARCH

Present a new slate of officers to the association members.

APRIL

Hold new officer elections.

MAY

New officer installation.

SECTION D

MDHALONGRANGESTRATEGIC PLAN

1. Increase membership to a majority of the licensed dental hygienists in TDHA’s 9th District.

2. Effect changes in legislation to allow hygienists to administer nitrous local anesthesia.

3. Make consumers aware that a dental hygienist is a specially-educated, licensed health care provider of preventive and therapeutic dental services.

4. Encourage fluoridation of all public water systems in Tennessee.

5. Encourage insurance coverage of more preventive and therapeutic services.

SECTION E

E-I MDHA PARLIAMENTARY PROCEDURES

A. For procedures not covered in the Bylaws and Principles of Ethics or MDHA Archives, Policies, and

Procedures Manual, Robert’s Rules of Order Newly Revised (RRONR) shall be the authority.

B. PROCESSING RECOMMENDATIONS AND RESOLUTIONS

1. Robert’s Rules of Order, Newly Revised shall be followed in processing a resolution.

2. An amendment shall be presented in writing using the form provided and shall include:

a. the submitter’s name

b. the amendment

c. the justification

3. The action of the BOT determines the acceptance, rejection, postponement to a later time, or the referral to a council, liaison, or special committee of a resolution presented.

C. IMPLEMENTATION OF RECOMMENDATION AND RESOLUTIONS

1. Any recommendation passed by the BOT is implemented by the concerned officer, council, liaison, or special committee.

2. Any resolution passed by the BOT concerning policy and procedure is included in the annual revision of the Policy and Procedures Manuel.

3. Any resolution passed by the BOT concerning bylaws is included in the next revision of the Bylaws.

4. Any resolution passed by the BOT is in effect immediately.

E-II STANDING RULES OF THE BOARD OF TRUSTEES

A. The order of business for regular sessions of the Board of Trustees shall include the following:

B. Agenda

1. The agenda shall be prepared by the President and shall be distributed to the board members at the beginning of each board meeting.

2. Agenda items may be omitted by unanimous consent of the board.

3. New business may be added to the agenda by majority consent of the board.

4. More important items of business shall be scheduled at a reasonably early time during the meeting as necessary.

5. The Secretary will officially call for submission of agenda items. Board members who have business to be placed on the agenda shall submit the item to the President observing any stated deadline prior to the meeting, if appropriate.

6. The use or adoption of the agenda shall not preclude other items of business from being postponed, considered or decided during the meeting.

7. Postponements shall be avoided if at all possible.

C. No Board of Trustees member shall speak in debate more than one (1) time on the same question until each member wishing to speak to the issue has done so. Debate is limited to three (3) minutes per speaker.

D. Resolutions not contained in the report of an officer, council, liaison, or special committee are to be introduced under New Business.

E. Resolutions contained in an officer’s report will require a second for consideration. Resolutions presented in the report of a council, liaison, or special committee must be moved and seconded by Board of Trustees members.

F. A resolution may be withdrawn by the maker with the consent of the board. A withdrawn resolution does not appear in the minutes.

G. In order to move the previous question (call the question--to close debate), one must obtain the floor, a second must be obtained, and a two-thirds vote of members present is required for passage.

H. When a member of the BOT leaves before the meeting is adjourned, that person should acquire recognition by the chair and request permission to do so.

I. All voting can be done by a show of hands, by voice – “yea” or “nay” as the secretary reads roll call,

or by ballot as deemed necessary by the President.

E-III GENERAL INFORMATION FOR COUNCILS/COMMITTEES

A. COUNCIL/COMMITTEE ADVISOR RESPONSIBILITIES

(1) Be familiar with the MDHA strategic plan and budget.

(2) Be familiar with the work of the specific council/committee through reviewing minutes and reports of the previous three years, and by conferring with the previous advisor, the Secretary, and the President.

(3) Serve as the liaison between the Board of Trustees and the specific

council/committee.

(4) Serve as the resource person for the specific council/committee.

(5) Ensure that the council/committee reviews all referrals and takes action where

necessary.

Assist the President in assessing council/committee activity.

(7) Assist the council/committee in identifying areas of interest/concern similar to those of other councils so that they may work together, but without duplication.

(8) Assist the council with the modification and evaluation of the three year strategic plan with full regard to the MDHA operational objectives.

(9) Provide comparative review of the council’s recommendations with current MDHA Policies and Procedures.

(10) Facilitate the council’s extension of objectives into the future.

B. COUNCIL MEMBER APPOINTMENTS

Before TDHA Annual Session:

1. The President-Elect, through the Newsletter and other appropriate avenues, encourages members who are interested in serving on a council/committee to contact the President-Elect.

2. Interested members who respond are sent a personal/professional data form. These completed forms are returned to the President-Elect.

3. The President-Elect reviews the applications, consults with the Board of Trustees and makes selections for appointments to the Council/Committees.

4. The President sends thank-you letters to previous Council/Committee members.

C. RESPONSIBILITIES OF COUNCIL/COMMITTEE CHAIRS

Council/Committee Chairs shall:

1. Review the Policies and Procedures Manual guidelines periodically for deadline dates of various responsibilities.

2. Submit a progress report and a financial report quarterly. Provide one copy to the Secretary and one copy to the President.

3. Upon completion of term, the Chairs must:

A. pass on the Policies and Procedures Manuel, if one has been issued.

B. furnish a file containing a list of activities and council reports during term, proposed or passed resolutions pertaining to council, any pertinent correspondence, and a list of suggestions.

C. allocate time for a one-on-one question and answer session with successor.

4. Council/Committee Chairs and members are encouraged to attend Annual Session, TDHA

Board of Trustees and Strategic Planning Session meetings.

D. COUNCIL/COMMITTEE FUNCTIONS/PERFORMANCE

1. The specific council shall review the objectives of the MDHA strategic plan which relate to its scope of responsibility on an annual basis and submit the council’s recommendations to the Board of Trustees for evaluation and approval.

2. Policy/position statements defining MDHA philosophy and/or support of a concept are referred to specific councils/committees by the President.

3. Directives of the Board of Trustees requiring completion of a given task are referred to specific councils by the President.

4. The council shall develop a plan and/or mechanism for the implementation of newly adopted policy or directives received from the Board of Trustees, and/or the President.

5. Council actions shall be reported to the Board of Trustees.

E FINANCIAL RESPONSIBILITIES

1. Income from any council must be sent to Treasurer and then be re-issued to the council, thus maintaining non-profit status with the IRS.

2. Requests for reimbursement shall be submitted to the MDHA Treasurer as they are incurred.

3. Requests for reimbursement for over-expenditures shall be submitted to the Board of Trustees for approval. State the amount of over-expenditure and justification.

4. All non-line item reimbursement requests must be submitted to the Board of Trustees for review and approval.

E-IV SPECIFIC DUTIES OF COUNCILS/COMMITTEES

  1. ANNUAL AWARDS

The 9th District Trustee is responsible for providing the TDHA Chair on Annual Session nominations for the following awards by March 1 of each year. A two page typed synopsis of the nominee’s qualifications is required for Outstanding Dental Hygienist and Outstanding Dental Health Educator.

CRITERIA FOR SELECTING AWARD RECIPIENTS

(i) OUTSTANDING DENTAL HYGIENIST: Awarded to a hygienist in appreciation of service rendered within TDHA and who is a current member according to ADHA membership deadline policy;

(ii) DENTAL HEALTH EDUCATION: Awarded to a hygienist for outstanding year round contributions to dental health education from March 1 of the previous year to February 28 of the present year, and who is a current member according to ADHA membership deadline policy. These contributions are not to be remunerated or fulfillment of course requirements;

(iii) OUTSTANDING DENTAL HYGIENE STUDENT: Awarded to one dental hygiene student from each School of Dental Hygiene in Tennessee. The student shall be outstanding in fellow student relations, both academically and professionally. The nominee is elected by the senior students under the supervision of the Director of the School of Dental Hygiene. The award is to be mailed to the appropriate school and presented to the recipient at student graduation, capping/pinning ceremony, or award’s day ceremony. The recipients will also be recognized verbally at the President’s Luncheon;

(iv) CASHION-SCHMITT: Awarded to the member who acquires the most continuing education hours according to the guidelines set up for forty (40) hour Continuing Education Awards. The recipient will be presented with an engraved plaque indicating the number of CE hours attained;

(v) CONTINUING EDUCATION: Awarded to members who have received forty (40) or more Continuing Education units in one calendar year.

CRITERIA FOR SELECTING DISCRETIONARY AWARD RECIPIENTS

(i) SPECIAL TDHA SERVICE AWARD; Awarded to the hygienist who is found to have made exceptional and distinctive contributions for the advancement and benefit of TDHA and who is a current member according to ADHA membership deadline policy. (This award is not necessarily given annually.)

(ii) DISTINGUISHED SERVICE AWARD: Awarded to the hygienist in recognition of extraordinary

service within the realm of dental hygiene which directly benefits those outside of TDHA. (This

award is not necessarily given annually.)

 

B. CONTINUING EDUCATION

1. Continuing Education credit shall not be awarded for course work required in the pursuit of a professional degree.

2. Guidelines for approving courses and credit hours for Continuing Education are as follows:

a. Courses sponsored or approved by any of the following organizations are automatically approved:

(i) American Dental Association or its constituent or component societies

(ii) Academy of General Dentistry or a state affiliate

(iii) ADHA or its constituent or component Societies

(iv) Any national, regional or state academy or association of any of the recognized specialty branches of dentistry

(v) National Dental Association

(vii) Capital City Dental Society

(viii) American Dental Assistants’ Association or constituent or component societies

(ix) Tennessee Academy of Dental Hygiene

(x) Memphis Dental Society

 

b. 100% of total credit hours may come from:

(i) Continuing dental education courses presented by dental schools, medical schools,

and other institutions with dental education programs. Credit equals number of hours

attended.

(ii) Speakers not included in formal dental education courses should present vitae and

course critique to the Board of Trustees for approval one (1) month prior to the date

of the course. These can be scientific or self-enhancement courses directly related to

dentistry or working in dental hygiene. Credit equals number of hours attended.

c. Maximum of 50% of total credit hours may come from:

(i) Multi-day convention type meetings, registration at state, regional or national

dental or dental hygiene meetings. Credit equals five (5) hours.

(ii) Home-study: dental, dental hygiene, or job-related self-enhancement audio tape

cassettes or course booklets furnished through ADA, ADHA or commercial outlet.

Credit is established on cassette or booklet or one (1) hour per tape or booklet if not

established.

(iii) Education presentations:

(1) Dental hygienist as essayist, lecturer, or clinician presenting to a dental

school, dental hygiene school, dental assisting school, component

meeting, constituent meeting, study group or other professional or civic

group.

(2) Publication of dental scientific article. Credit: eight (8) hours.

(3) Publication of dental book. Credit: twenty (20) hours.

d. Continuing Education credit for one (1) hour shall be given for educational component

meetings that are scientific or self-enhancement courses directly related to dentistry or working in

dental hygiene for a maximum of two (2) credits, unless the component meeting(s) are approved

for specific CE credits.

e. Four (4) hours of credit shall be granted for full day attendance at Board of Dentistry meetings.

Two (2) credits shall be granted for half (1/2) day meetings.

f. Continuing Education credit for one (1) hour shall be given for every clock hour that a dental

Hygienist volunteers their services to clinics, etc. providing that they are actively performing clinical dental hygiene duties (scaling, prophylaxis, etc.) with patients.

C. MEMBER SERVICES

The Membership Council shall:

a. assess, plan, implement, and evaluate methods of increasing membership;

b. facilitate new member forwarding dues payment to ADHA;

c. select members at the local level to assist with membership recruitment programs;

d. utilize the non-member registration book from monthly meetings to create a list of hygienists to contact for recruitment;

e. contribute to the annual Newsletter to encourage membership;

f. establish and keep open communications with the University of Tennessee Dental Hygiene Department through a liaison appointed by the President. The names/addresses/phone numbers of individual liaisons should be forwarded to the TDHA Secretary or Director;

g. contact the dental hygiene school at least two (2) months prior to Annual Session, inviting SADHA members to attend Annual Session, especially the SADHA functions;

h. encourage the component liaison to attend at least one meeting of SADHA during the academic year to update the students on activities of MDHA, TDHA, and ADHA and encourage them to further their professional growth through their association; and

i. work with the TDHA Vice-President in planning the SADHA functions at TDHA Annual Session;

D. EMPLOYMENT

The employment committee shall serve as a resource for local dental hygienists.

E-V SPECIFIC DUTIES OF LIASONS

A. BOARD OF DENTISTRY

This Liaison shall be appointed by the President and:

1. attend all Board of Dentistry meetings;

2. monitor announcements of rulemaking hearings with regard to proposed rules for the Tennessee Licensing Board;

3. maintain an efficient and direct communication with the Council of Regulation and Practice for the purpose of generating testimony in response to proposed rule/regulation changes affecting dental hygienists in Tennessee;

4. request names and addresses of all newly licensed dental hygienists licensed by the Tennessee Board of Dentistry and provide the list to MDHA Council on Member Services;

5. maintain a current copy of the Uniform Administrative Procedures Act (UAPA) for the purpose of monitoring the Board of Dentistry procedures. Provide procedural information to the MDHA Board of Trustees for the purpose of monitoring the Board of Dentistry; and

6. submit an informative report expediently to MDHA Board of Trustees members after each Tennessee Board of Dentistry meeting.

B. SCHOOLOF DENTAL HYGIENE

The President shall appoint the liaison and report the name and contact information of this person to the

TDHA Secretary or Director.

The liaison shall present the Outstanding Student Award at the graduation, capping/pinning ceremony, or

Award Day ceremony of the recipient.

C. DENTAL SOCIETY

This liaison, appointed by the President, shall serve as component reporter to the TDA Journal. Reports

are to be submitted upon notification of deadlines. (The liaison shall send her name and address to the editor

of the Journal for notifications of deadlines for publication.)

D. DENTAL ASSISTANTS’ ASSOCIATION

This liaison, appointed by the President, shall establish and maintain communication and strive to

implement any goals established between MDHA and the Tennessee Dental Assistants’ Association and the

Tennessee Department of Health and Environment.

E-VI FINANCIAL REIMBURSEMENTS

PROCEDURE

A. The officer, liaison, or council/committee member(s) requiring MDHA reimbursement for expenditures must make the request in writing and submit it to the Treasurer and/or President within sixty days of expenditure. (If not submitted within sixty days no payment is required of MDHA.)

B. All receipts must accompany the request form when filed.

C. Any reimbursement request presented without receipts must have a complete explanation of the expenditures.

D. Advancement on line items in the budget may be requested from the Treasurer. Any advancement must be accounted for immediately following use of the budgeted money and an accounting made in the Annual Report to MDHA by the officer, council, liaison, or committee chair.

E. Budget amounts for officers or council, liaison, or committee line items may be obtained from the Treasurer.

F. ALL INCOME OF ANY OFFICER, COUNCIL/COMMITTEE, OR LIAISON MUST BE SENT TO THE TREASURER AND THEN RE-ISSUED TO THE APPROPRIATE RECIPIENT.

G. Reimbursement request forms may be obtained from the Treasurer or a copy made from the one in this

manual (NEXT PAGE).
